Does a restricted country mean I can never trade with that firm?

It means the firm doesn't accept traders from that country right now. Firms change their lists, so check again before you buy.

Can I use a VPN to get around a country restriction?

Misrepresenting where you live usually breaks a firm's terms of service, and can get the account closed and any payout withheld. It's not worth the risk.
